In English, words rarely have two meanings, but in other languages and especially when trying to translate them to English, words can sometimes mean different things in different contexts. So manga like Dragon Ball Minus is still canon, even if it references anime only material (Plus the anime only material of DB/Z for the most part doesn't contradict the manga, it only adds to it.
